On October 8, 2021, the Ministry of Industry and Information Technology officially approved the release of the “Evaluation Requirements for Green Factory in the Aggregates Industry” (JC/T 2641-2021), and the standard will be implemented on February 1, 2022.

At present, Chinese annual consumption of aggregates is more than 20 billion tons. With the continuous strengthening of ecological civilization, green and low-carbon development have become important for the aggregates industry. The formulation and implementation of the “Evaluation Requirements for Green Factory in the Aggregates Industry” will strongly promote the establishment and evaluation of green factories for manufactured aggregates producing enterprises. It is an important part of the industry standard system and plays an important role in the development of the aggregates industry.

According to the China Aggregates Association, the Ministry of Industry and Information Technology began implementing green manufacturing projects in 2016 to promote the creation of green products, the construction of green factories, green parks, and green supply chains in various industries. So far, the green manufacturing demonstration carried out by the Ministry of Industry and Information Technology has reached the fifth batch. In the first four batches, more than 1,400 green factories have been selected for the Ministry of Industry and Information Technology's green manufacturing demonstration list. Currently, there are more than 150 factories in the building materials industry on the green manufacturing demonstration list. At the same time, how to establish a mechanism to standardize the creation and evaluation work and effectively supervise the demonstration factory is a practical problem that needs to be solved urgently. It is in this context that the development of a series of green factory evaluation standards has been rapidly advanced.

"Evaluation requirements for green factories in the aggregates industry" (JC/T 2641-2021) was formulated by the Ministry of Industry and Information Technology (plan number: 2018-1957T-JC), centrally managed by China Building Materials Federation, and drafted by China Aggregates Association, Beijing Guojian Lianxin certification Center, Beijing University of Civil Engineering and Architecture and other units.

The standard stipulates the terms and definitions, general rules, evaluation requirements, evaluation methods and procedures, judgment and evaluation reports for green factory evaluation in the aggregates industry. Based on the characteristics of the aggregates industry and the green development trend, the standard has formulated a comprehensive evaluation system for green factories in the aggregates industry with energy conservation, emission reduction, green, and low carbon as the core, and focusing on the industry’s advanced technology, equipment, and management. It is suitable for the establishment and evaluation of green factories of manufactured sand and stone enterprises.

The issuance of the standard provides a basis for standardizing the construction and evaluation of green factories in aggregates production enterprises, and plays an important role in promoting the improvement of the green manufacturing level of the sand and gravel industry.

At present, building green factories has become an important way to transform the development model of the aggregates industry, improve the image of enterprises, and promote the high-quality, healthy and orderly development of China's aggregates industry. It is the practical action of the aggregates industry to fulfill Xi Jinping’s ecological civilization idea. The release and implementation of the standard will help to create a new situation of high-quality development of China’s aggregates industry.
