Net transfer/sale of 117 million tons of aggregates quarrying rights!

On March 16, the Hunan Provincial Public Resources Trading Center issued an announcement to list a number of mining rights for sale, among which the mine of sand and slate for construction in Liuguling mining area in Liuyang was among them. According to reports, this mining right is the first newly established mining right that has been transferred since the start of Changsha’s mining transformation and green development. It is also a result of the implementation of the Ministry and the province’s spirit of promoting the reform of mineral resources management and a substantial progress on the competitive transfer of mining rights.


The mine of sand and slate for construction in Liuguling mining area, Liuyang, is located in Gejia Town, Liuyang, Changsha City, Hunan Province. The proposed mining area is 0.5278 square kilometers, and the controlled resources are 116.894 million tons. In 2010, the starting price of the listing was 442 million yuan.

Announcement time: 8:00 on March 16, 2022 - 16:30 on April 14, 2022.

Listing time: 8:00 on April 15, 2022 - 14:30 on April 28, 2022.

Application time: 8:00 on March 16, 2022 - 16:30 on April 27, 2022.

In this transfer, the bidders need to pay a one-time payment of "net mine" transfer cost of 185.7 million yuan in addition to paying the proceeds from the transfer of mining rights.

According to reports, before the transfer of the mining rights, the local people's government has done a good job in the preliminary resource exploration, mine land lease, and disposal of ground attachments. The bidders can quickly and smoothly start their operation, avoiding the previous situation of being unable to enter the mining site due to land and forestry disputes.

In the next step, Changsha City will continue to improve the relevant procedures and systems for the transfer of "net mine/ore", accelerate the orderly release of mining rights such as aggregates quarries, and make every effort to promote the guaranteed supply of aggregates.
